What is the ¡Pa'lante Hall Avenue! Project?
The Hall Avenue Neighborhood Complete Streets Plan will create a community vision for safer, more accessible, and more welcoming streets in Perth Amboy. The Plan will review traffic and safety conditions for drivers, walkers, and others to develop road improvement concepts that fit the neighborhood and balance the needs of all road users. Through outreach to the public and community organizations, including a quick build demonstration project in 2026, the project will identify challenges and opportunities and build support for real solutions. The resulting Plan will be presented to the City for consideration and advancement. In addition, the sponsoring agency, the North Jersey Transportation Planning Authority, will use the lessons learned to bring Complete Streets initiatives to other municipalities across northern New Jersey.
Study Area
The initial study area includes Hall Avenue and adjacent blocks bordered by Amboy Avenue, State Highway 440, State Street, and Washington Street.

Who is working on this project?
Study Advisory Committee
The Study Advisory Committee consists of representatives from departments across Perth Amboy’s government, county agencies, and local community organizations.
Project Team
This project is led by IMEG with support from Streetplans and Radin Consulting. It is sponsored and managed by the North Jersey Transportation Planning Authority in coordination with the City of Perth Amboy.
